NPELRA AWARD OF EXCELLENCE

 The National Public Employer Labor Relations Association presents 
The Award of Excellence to an individual who has made an outstanding 
contribution to management in the field of public sector labor relations.

The Award of Excellence represents NPELRA’s highest acknowledgement 
of the recipient’s dedication and achievement 
in the development of positive labor-management relations.

It signifies professional efforts, which have demonstrated creative and 
innovative leadership over an extended period of time. 


2009 Award Winner:

Robin Hall    

The 2009 Award of Excellence was awarded to Robin Hall (posthumous) – Human Resources Director – Lynnwood, WA. Robin Hall epitomized life-long learning and service to the profession. Beginning her career as a music teacher in Utah, Robin switched paths into human resources as a personnel analyst for Salt Lake County, UT in 1985. During her tenure there, Robin was twice promoted. In 1990 she moved to the state of Washington to accept the position of Personnel Manager for the Snohomish Island Regional Library. In 1997, Robin was selected as the Human Resources Director for the city of Lynnwood, Washington, a position she held until her passing in December of 2009.
 

Robin Hall became very involved with NPELRA and WAPELRA while working for the city of Lynnwood. During the time she was vice president of WAPELRA, she also served as the conference committee chair. Robin later ran for and was elected to the Board of Directors of NPELRA. Eventually elected vice president of NPELRA, Robin served on the Executive Committee and became chair of the Technology/Website Committee. Robin also served on the Association of Washington Cities Legislative Committee, which makes recommendations to the AWC Board on legislative priorities for each legislative session.
 
Robin’s collaborative nature forged a strong network of human resources professionals across WA and the United States – a network she herself used, even late at night, to ask advice on how to best approach complex labor relations situations. Robin took the time to not only remain aware of emerging issues in the labor relations community, but she expended considerable effort to shape the communities’ response to those issues. Robin provided leadership and counsel in multiple ways. Even as her health was declining, in 2009 Robin pushed through and received her certification as CLRP. Her dedication to continuing education and stewardship to the profession, while facing personal challenges, is truly inspirational.
