Active Membership

Shall be open to any person employed full time by a state, county, federal, or municipal government; public corporation or authority; special district; public school system; college or university; who is assigned principal or subordinate responsibility for the employee relations function exclusively on behalf of management.

Associate Membership

Shall be open to any person employed by a state, county, federal or municipal government; public corporation or authority; special district; public school system; college or university; who has auxiliary responsibilities in the employee relations function and to staff members of government leagues/associations who are responsible for providing employee relations services. Such individuals must function exclusively on behalf of management.

Affiliate Membership

Shall be open to attorneys and consultants who are not employees of a public employer but who represent and actively work for the interest of public management and who solely represent and support the interest of management in employee relations matters.

Student Membership

Is open to upper level or graduate full time students (12 units or more) who are in a Human Resources or Industrial Relations Program or related field at an accredited college or university and are not currently working full time in the Labor Relations field.


NPELRA has state associations in California, Connecticut, Delaware, Illinois, Iowa, Maryland, Minnesota, Missouri, New Jersey, New York State, Ohio, Oklahoma, Oregon, Nevada, Texas, Washington State, and Wisconsin. If you are from any of these states, you automatically become a member of that state's association (State PELRAs) when you join NPELRA. The cost of membership may vary because these state associations set their own membership dues rates.
